When do I pay to transfer the title...

I am currently in the process of buying a condo here in Punta Cana. It is a new development, being delivered to us in a few weeks.

The developer mentioned that there is a 3% tax to transfer the title, that must be paid directly to him at the time we send the rest of the money, despite the titles not being ready.

My question is....do I have to pay this tax now or can it be paid when the titles are actually ready ?

HELP !!!

You should be able to pay it when the titles are ready, do you know who the attorney is for the builder/project? Perhaps they are collecting the fee now to make sure they have it for when it comes time to get the titles. But, see if you can ask the attorney what their plan is.
