Estimada Meliza,
A good suggestion. [I am a graduate of such a department -- Dept. of Latin American Studies at UNC-Chapel Hill.

Although it does not discuss Congressional committees per se, a decent brief general description of the Dominican COngress and its powers and history has been compiled by the US Library of Congress, and can be found at: http://lcweb2.loc.gov/cgi-bin/query/r?frd/cstdy
field(DOCID+do0081)
Another general suggestion for those wanting this sort of info for LatAm countries: the Latin American Political Database compiled by Georgetown Univ. The hyperlink for its English pages is: http://www.georgetown.edu/pdba/english.html
Unfortunately, they do not have info on the DR's legislature (they're more complete on Mexico, Venezuela and the Southern Cone nations than on the DR).
Atentamente,
Keith
