I can't tell you if it is legal, but I can tell you that I've used them. Search archives here on the board for a discussion on portable two-way radios and the effectiveness of various types and bands over different types of terrain, in and out of buildings, on the water, etc.. Many resorts use the same band as that which is designated as the "family band" in the USA and had previously been designated for licensed commercial use only. My opinion is that you needn't worry about the legality of what at this point, are essentially empty airwaves.
