Perhaps, could....
That guy lived here for some years without problems and it was the US marshalls who busted him.
If it was for the Dominican police, would they have cared?
America's Most Wanted received a tip after they aired a programme about this man which also showed here in DR. Since they appear to have been given a specific address in Cabrera, it is likely that someone living here saw the programme. AMW passed it to US Marshalls, but most of these sorts of things also involve DNCD here, who are the part of the police force which deals with international warrants. Kudos to the observant TV watcher who recognised the perpetrator!
Currently the DR hosts a fully independent US Marshals HQ in the DR. The Marshals have direct access into the DR's law enforcement resources.
A task force within the DNCD (mostly made up with members from Elite units of the DR's Armed Forces) provides on field support to the Marshals here.
The US Marshals operate from their HQ in Santo Domingo, but have field offices in other parts of the country. They are very good at what they do, and only cases like the man described make it to the news.
Just as the US Marshals HQ in the DR, so too we have task forces from Italy (Guardia di Finanza), UK (the yard), Russian Federation, France, Spain, Canada (RCMP) and others working outside of Interpol and directly in the DR.
Currently the FBI is in the process of opening a permanent legal/investigative field office in the DR. Given the scope of ongoing and suspected cases linked to the DR, the bureau asked the DR's permission and legal channels to operate independently here. They got both...
I suppose you know that the NYPD operates a field office here as well? That they are aiding the DR's PN to use NYPD's anticrime tactics and operations as well?
Once the new ID system is rolled out, those with open criminal cases/warrants living in the DR will be easy to spot within the system. Each international operative in the country will have open access into biometric data for all people, within the JCE?s database.
That?s apart from a new DNA collection to be performed on all convicted criminals in the DR. Don?t be surprise if you ever see a full operation of a task force that looks anything but Dominican near you.
