I was there a year ago, the resort and it's services are quite good for the price. i was satisfied with the room, food, and their beach. blue bay is mainly for couples, the good thing is it's an adult resort, no kids. i don't think you'll find any hookups there although there are a couple of club/bars walking distance within the resort area but the best time is outside the resort, i have friends in the area and they took me in the local bars in puerto plata, mainly in the malecon (main strip, a boulevard).
