Some clarity about the new national ID card, the cedula

For months there have been newspaper articles, television commentators, and many radio shows dedicated to the process of changing the ubiquitous national identification card known as the “cédula.” Now, the head of the Central Electoral Board (JCE), Roman Jaquez Liranzo, has give the public a chronograph of what and when things will happen.

First off, the new ID card, that also serves as a voter registration card, will start being printed I this coming October and November 2025. The technical aspects of the card are currently undergoing a final technical evaluation, and the final report is due this week at the latest.

Once this phase is complete, the conditions are in place to open Envelope B which contains the economic offers, and at the end of this month or at the beginning of July, the international tender will conclude and the JCE will look at three consortiums ad...

For some reason, I can't see the full text above. In other words probably sometime in 2026 for the new cedula.

Has there been mention, if any, of how the cedulas for legal foreign residents are going to be managed? Normally, after a new residence card is issued by Migracion the bearer would go to the JCE to obtain a new cedula. Well, new cedulas are not available. Suspect there are going to be long lines at the new JCE Foreign Office at the intersection of Freites and Av Kennedy when they become available. The new fees mostly be very high.

Up until the last thing I heard, Cedula for foreign Residents are still being distributed normally. It is the ones for Dominicans that are not being distributed at the moment.

I know that they are still issuing the old Cedulas for teenagers that are getting their first Cedula. My friend's son just got one. Don't have any idea about Residency, but they may be issuing those also. Check with one of the offices...............

I think Residency cedulas are a completely different thing from citizen's cedula's so I assume they will continue being issued as they are now.

I'd guess they're using birth months to avoid crowds, but they will be issued with dates to coincide with residency..

To me, it makes no sense to use birth months for residency cedula expirations unless DGM does the same with the residency carnets. It could be done, but is it worth the effort? I am renewing my temporary residency tomorrow, and my birth month is October. If they offered me the opportunity to pay a little more (maybe the normal 700 pesos per month for late fee with DGM) to extend my residency until October, and JCE did the same (not sure what their normal late fee is), I'd take it just to avoid going to SDO until later next year.

Of course, unless they really crack down on tardy renewals, I could to that myself just by waiting a few months more to renew next year.

The DR has been using birth months for Cedulas for its citizens forever. They expire on your birthday. As for the Residency Merry Go Round who knows what they do or will do. But you can expect one thing. Higher prices as Citizens pay nothing...........
