It's been my experience having lived in several different countries the last 20 years, The US Embassy is always fear mongering. They have to stir the pot every now and again to justify having a job.

Canada does as well, until you official become a non-resident. Even then you still have to file income tax if you have any Canadian sourced income like a pension.

For Canada, taxes are based on residency, not on citizenship. If one qualifies as Canadian non-resident and receives pensions from Canada, then yes, taxes are withheld at source.
