The laws of The U.S. regarding the 1961 Convention de La Hayes on this procedure are not for the person sitting at his desk in the DR. In spite of being able to get some documents ordered by phone there are roadblocks put in place that make this difficult if not impossible to do without a person face to face visit.
I went thru this yesterday in NYC yesterday with one of the docs that requires YOU to be present. There are other docs that can be done by phone. I'll let you have your lawyer which ones are which , but for me,a certain death certificate could be done by phone but a birth certificate is another case.

This process requires you for starters to have the patience of a saint .My legs still are sore from eight hours going to FOUR offices around downtown Manhattan...all needing to play a part in the process of apostille.

I had the same issue whan trying to get birth certificates from upstate NY. I almost had to make a trip back there to get it done, but fortunately I knew someone that the administrator in an office knew very well and he was able to move those birth certificates from one place to another in the chain of getting an apostille.
Took about 3 months to get done with the mails back and forth. No lawyer could have done it. I was fortunate I knew someone who knew someone.

Unless something changed, it can all be done easily by mail. I was born in Manhattan, so it’s an extra step: before I could get the apostille from Albany, it had to go first to the NYC Clerk’s office, something like $5.

Nothing changed. In NY City yes it can be done by mail.

Upstate NY, absolutely not by mail. NO way would they send from the country clerks office to the Department of State for the Apostille.
I would have had to pick it up myself if I didn't know someone.

The clerk’s office didn’t send it, they verified it and mailed it back to me. Then I mailed it to Albany.

In addition I neglected to say......I wanted everything done in a day or two max. I did it in 8 hours. I don't have the patience to do phone emails and the rest while living in the DR.
There are a host of complications if you live in the DR. I'll mention just one: That "5 dollars"you need to pay...if by credit card the card name must be the same name and address as the billing address it is to be sent to. You can't
Get the certificate for apotible without them matching. I couldn't do that.

That was not possible in my case. They would not mail it anywhere. As I mentioned, not a problem in NY City. big problem upstate.

It's a big"big problem" in NYC as well. I wouldn't have gone thru what I went through if I thought my lawyer could do it. I gave him two docs a month ago. Death certificate went fine. Birth certificate, forget it. Not even the service he uses for 25 years could do it. I had to do face to face.
One plane ride and 4 subway rides. Lol.

Through that website and vital records, one can request, obtain, and have the following certificates apostilled and mailed to your doorsteps:

  1. Divorce
  2. Marriage
  3. Birth
  4. Death
Yes I have read that web site. What I asked was" Did you get a birth certificate fully apostilled for use in the Dominican Republic while you were in the DR ? And how long did that adventure take to get done from start to finish without leaving your computer?

In all fairness, you didn’t initially say that you needed this in one day. It can be done without being there in person, but it took me several weeks to get everything back. Yes, it was for DR.

Perhaps 45 days from start to finish, everything done online and the final product mailed to my address in the USA

There is the parameter I left off: " mailed to my address in the usa". My original post assumed one would be living in the DR and have a DR address. (Hence my suspicions). Although "I live in the DR" full l time I have no intensions of revealing that to any government agency (USA) inc SSA, Medicare, banks etc).
And, sending to my US address would have been impossible for the short amount of time I had to get this done.
