Did you check if you have to relink (Vincular Cuenta) your PP account to your BPD account? You have to do this from time to time.

No,, I just figured out the issue.. Its on the Paypal side.. and of course,, paypal in the DR is completely shut down and paypal USA has no supervisors to handle the issue.

Banks are scaled back.... restricting services like horarios and wire transfer times

PayPal is automated, I received a transfer on Sunday to my BPD account. It is still connected and I can access the balance from bpd online banking.

I just received the money on PayPal and it was zero problem to access from BPD online and transfer it to my BPD account.

PayPal. You can link PayPal to your BPD account.

I should have been more specific,, the problem is with paypal. there is a bug in their system which causes your ability to withdraw funds when you have not verified your international identity. The system is supposed to check the ID once a year. Every 3-6 months it is shutting me down. Two weeks ago I had to upload my cedula again. Thats why I didnt realize that was what the problem was.. They had my cedula. But those morons at paypal, who can not fix the original issue, also didnt review my cedula, which is why the account stayed locked and I got the error message from Popular. I had been assured by a supervisor last time it would not happen again.

PayPal is now charging 2.5 pesos per dollar when last month it averaged 1.5 pesos. Send in dollars. Just my observation.

Or are cash advances on my CC card paid from my U.S. Bank going to be simpler?

You are not registering your bank on paypal.. You have to have a banco popular account.
You link that account to the paypal account and you can withdraw in dollars for a flat $10 fee

Somebody asked about Paypal in the DR.. It is international paypal and they have specific DR offices
