If I were to buy a cell phone from Canada, would I be able to activate it in Dominican Republic, or would I have to purchase the phone there?

yes you can buy a cell phone in canada and activate it here in the DR. Don't buy Fido or Clearnet they do not work here.
Bellmobility no problem.
But it is hardly worth it. You can now buy reconditioned
6185 Nokia here activated for 2300 peso .
as advertised last week in Local News papers.
In Canada the same phone will be about 130 $ cad.
which is about 1300 peso with activation of 800
and you are at 2100 peso.
The difference hardly worth your trouble.
