Isn't that where the public sewer system goes into the ocean?

Could be mistaken, but worth checking.

I don't know anything about the public sewer system, but that area of water is declared a marine preserve by the Dominican Republic government. Fishing boats are routinely chased away by the tourist police, so I highly doubt that the sewer system is located there.

To the OP, you may have a bit of a problem gaining land access. Hispaniola, which is directly on the land in front, is gated, as is Infiniti Blu. Perhaps you could enter the beach down by Sosua Bay Resort and walk down the beach. Know that depending on the tides, you may need to walk through water.

imbert beach, i believe. there is a development goin on there so access may be limited. sosua by the the sea would be the closest resort. good idea would be to just rent a boat from sosua beach and just get there for cheap. there is a spot before 3 rocks so u get 2 for 1. enjoy yourselves!

If you talk to Ian at Coco Hotel, he has a back door on his place and a path that leads to the beach infront of 3 Rocks but, it is better to take a boat as you never know what the currents are going to be like. Try Northern Coast Diving and tell them that you are a local and I am sure they will give you a good discount and a guide.

Go to Sosua by the sea boutique resort. There is a public beach access just to the right of the hotel. This takes you to a small beach. From here you can swim around the point on the right of the beach, or walk along the concrete path over the rocky point to the next beach. The swim is about 200m. Walk to the end of the next beach (passing the two hotels). At the end of the beach (~250m), look straight out. There will be about three buoys at ~100m out... if it is after 10am, there will be several boats there. The three rocks are at the same distance from shore. Swim to the buoys, visit #1, then work your way west to the others.

Yep.

Also, you can go from Playa Chiquita. I have done both several times. Remember the current goes West (toward Puerto Plata). You can swim against it ok, but it is harder. If I go from Playa Chiquita, I walk there, strap some flip-flops on and swim to Tres Roca and then to The Public Access behind Sosua by the Sea. It is almost a straight shot with the current to tres rocas.

Also can swim to Sosua Beach which is a nice swim (you can get out and walk the beach sections if you get tired).

Look at Google Earth for Playa Chiquita and Sosua by the Sea if you are unsure. The Public access beach closest is called "casa marina beach" on Google Maps. Entrance right to the left of Sosua by the Sea. Open during daylight hours off the parking lot.

Cheers

All of the sewage generated in the DR goes to the ocean. Even what they call treated ends up in the ocean with very little or no treatment. Proper sewage treatment is very expensive. Injection wells are very expensive. When its out of sight it is out of mind. We have a perfectly good ocean that takes it away, somewhere. The smart money does not swim near river outlets, otherwise, there is not much you can do. Its mostly pretty diluted if you avoid the rivers. Bigger risk is being run over by a boat that does not look out much. If you swim off the beach any distance its a good idea to get a marked float. No guarantee but it will reduce your chances of being run over by a small boat. Even swimming out to the Sosua Beach reef is dangerous due to boat traffic.
