What is the approximate cost per square meter to install ceramic tile here? I am asking just for labor only not materials.

I'd be surprised if you get a sq. mt. price. I've always been given a quote to do the job and nothing else.

They did mine by the square meter at 600 pesos per meter. I thought it was odd. And expensive but people are telling that it is the going rate.

A good rule of thumb for estimating labor cost per meters squared (m2) of good quality work is: whatever the cost of all materials to finish the job divided by the work area in m2. ex. local ceramic tiles of better than average quality about DR$500m2 + about 30-40% for (pegato + cemento gris + cemento blanco (for grout) & tile separators) would make labor cost ~ DR$650-700 per m2.

Note: the price of the selected material influences labor cost. Labor for a DR$1000m2 tile would be more expensive than for a tile of DR$500m2.

Disclaimer: Here in DR many factors influence the price of labor with location, type of structure, quality of work and material being high on the list. The rule of thumb noted above is for work in a north american style home in Santo Domingo by a reputable skilled worker. Your mileage may vary.
