I looked up the spanish word for disappoint, I came up with decepcionar .

Can this be used in the context of being disappointed in someones actions?

Yes - and in Spanish it doesn't have the connotation of deception, just disappointment.

Estoy decepcionado/a = I am disappointed.

Maybe that what she was trying to say but she could not stop laughing. I thought it was the Tom and Jerry cartoon she was watching
