Do Dominicans need a visa to transit through Panama?

If they have a valid visitors visa to Canada....
If anyone knows for sure, the answer would be greatly appreciated.
I cannot find the list of countries that I know is somewhere in the DR1 forums.

Citizens of Dominican Republic holding a valid visa or permanent residency from any of the following countries: United States, United Kingdom, Canada, Australia, or any of the member countries of the European Union, which has been used at least once to enter those countries, do not require a visa for a stay of up to 30 days. Duration of stay can be extended through the Immigration Service of Panama for an additional 60 days.

Dominicans do not need any Visa to transit through Panama. Al long as they have a connecting flight they are fine. I know for sure about this.

This visa has NOT been used at least once so I was unsure how to interpret that staement. Thanks all

@scotia - no Panamian visa necessary for transiting Tocumen Int'l Airport, without entering Panama. If in doubt, call COPA airlines.
