Dominican Carnival

We will be in the Dominican for the first 2 weeks of January, and the last week of February. I understand that there are great festivals in the good old DR at this time, including Independence Day and Carnival. Can anyone tell me where the best places are to be during Carnival (i.e. Puerto Plata, Santo Domingo, Punta Cana, Santiago, etc...), and how far in advance we have to book a room??? The very best place is La Vega, but also incredibly good for Carnival are Santo Domingo and Santiago. If you want to see something really wild and out of the ordinary, go to Monte Cristi, where the masked toros still attack pedestrians with bullwhips.
