I know that Dominican Republic give Residency through investment or retirement with sufficient income, but does Dominican Republic give direct citizenship and passport by investment without long wait period?

What investment do you mean exactly? CONFOTUR , an actual Business with employees or large enough CD deposit in a DR bank?

The MIP is in charge of naturalization to DR citizenship. As far as I know, you start with being a legal resident and then however long that takes from application and any wait period to then become naturalized. Probably not a short period of time, but you can contact the MIP directly on that.

I know somebody who tried to do this and than opted for the regular process to get the Residency because of the huge Headache involved. Some people think they can put a milion $US in a DR Bank Account and a few days later they can pick up their Passport. THIS TIMES ARE LONG OVER !!!!
No they don't. You need to go through the entire procedure.
