My wife's sister likes a Dominican guy at her gym.

My question is: is it culturally appropriate for her to approach him

or does she have to wait to be approached?

she is very shy, and does not know what to do.

she rarely sees him, but really likes him.

what is the best advice to give her?

I don't think there's anything wrong if she introduces herself. She could then engage in small talk until she finds out if he's married or not.

She likes his looks but he could be a total a.h. There is nothing wrong with her approaching him to make some light conversation, such as, "do you want to go back to my place where you can get a real workout." If he is a true man than that will get his attention.

here is what she does. Wait until he is exercising nearby and then ask him if he would show you how to use one of the exercise machines. Playing helpless works all the time. Men cannot resist a call for their manly assistance. Then she gets a chance to chat and see if he is interested or not.

Dominican men tend to be quick to approach women they interested in (sorry if it's a stereotype), so I would tell her to make herself a little more visible may be.
