Dominican Import Duties - new automobiles

I was recently informed by a [usually well informed] DR friend that the DR gov't intends to substantially reduce the national import duties/taxes on new & nearly new [ie less than 4 years old] automobiles, etc. This is to take place 'soon' [30 - 90 days], not MANANA! Has anybody heard of this new policy? Confirmation? Details? More information? The purpose of the reduction is to encourage Dominicans [& others] to purchase newer cars in better condition, removing some of the 15 - 25 year clunkers from active use. What will the new rates be? What will be the likely effects on the retail prices of new & near new cars. Thank you.
