You did not give any information as to what city you live in. What you need to do is go to the nearest Dominican consulate. Use the linked website to assist yourself. The cost of the passport is based upon how many years she wants it effective. I think a two year passport starts at about US$55. Don't quote me on it. Make sure she brings her present passport and some other means of identification, ie: photo id, marriage certificate.
