Single traveler visiting Santo Domingo February 21-28; hopefully to catch if nothing else a glimpse of Carnival. Although I have been to Santo Domingo multiple times before, I have never been in February. What is the weather like? Are the beaches crowded? What is the ethnic makeup of tourists that time of year. What are must sees for a person who has had limited cultural and tour/excursion exposure,having previously spent idle days poolside and hitting the bars at night. Thanks in advance for the advice. And by the way, I love doing just about everything.

You MUST go to Santiago to see the carnival.!! The one in la vega is getting too "touristy" You might like it though. Santo Domingo,(The Capital) doesn't really have a carnival, but they do have a huge parade and a series of mega parties.Have you tried any of the Oficina de Turismo de La Republic Dominicana? Their website might be able to give you dates and events & so forth. I am plannig on going to document the carnival and visit with my mask maker friends around the same time. Good luck to you. Enjoy.
