Not quite.
It's other meaning would be angry, not tough and aggressive.

I know what you're saying, but it does not mean that.
It is simply another word for "enojado"

I have seen the word "guapo" used as well for tough and agressive.

"El era demasiado guapo, todo el mundo le tenia miedo..." for example
that would not suggest only angry (state of mind), but primarily tough and agressive.

I think it depends on the usage and context.

F.E. "Estas guapo conmigo?" are you angry at me? here the usage is "angry". But in the first example, the usage is more of tough and agressive, than angry.
