I plan to be in the Dominican Republic in about 3 wks and planning to drive from Samana to Punta Cana. I am thinking about stopping in Santo Domingo but is a bit hesitant to do so because I am concern about the driving condition in such a large city. Is it safe to drive there? How bad is the traffic? I just want to go to the Colonial Zone only, then to my hotel around Colonial Zone where I will spend the night. I have driven in mexico, such as Puerto Vallarta and Cancun before, but those were much smaller town.

Confident drivers have no problems, ditherers get no where only intimidated. There really is nothing to it, but only you know what kind of driver you are, no one here knows.
if your going to be running around then get a car, if not, why bother.

Agreed
Just buy a good map of Sto Domingo to help navigate.

The Samana - Punta Cana part is straightforward a nd well marked.
Kepp following here for when the new road will open.
