No, they are probably paying ITBIS over to DGII. But they are not licensed with the Ministry of Tourism (MITUR). To get a licence you need to meet certain standards in terms of health & safety, you have to have public liability insurance, the premises have to be registered as commercial, the staff have to be on a payroll and pay payroll taxes (ie no illegal immigrants working), the owner has to be legally resident, in other words it has to be a proper business. As at now the AirBnB's don't need to have a licence but that is changing. Some booking agencies like Hotels.com are also beginning to insist that places are licensed and complete pretty extensive health & safety checks these days.

From a guest's point of view, staying in a licensed hotel will only really become a thing if something goes wrong and I guess it's more likely to go wrong in the first place.

The way I understand it works, when immigration swipes your passport, they see whether or not you have filled out an e-Ticket(?).

Exactly, just the same as when you go to the US as a non-US citizen and fill in an ESTA, nobody asks to see anything, it's all electronic. The airlines are required to check that you have this before boarding and the relevant immigration / customs people can see if you have it.

What I have find out that sometimes depending on what type of cellphone you have could works good or bad the website, and also how depends on how you can deal with computers. I remember in another forum a guy that said tourist will stop to come here because of the e-ticket.

In general I dont think the website its that bad, for sure they can improve more for sure. Some of you have used the Check Mig from Colombia? if not try to do it and compare with the eticket and will realize that eticket its perfect. In some of my trips I saw in Bogota before boarding announcing that people that do not have the eticket they will be denie the boarding.

Tourists who stop coming here because of the e-Ticket won't be going anywhere soon because more and more countries are adopting an e-Ticket instead of those little paper forms.

The web site has worked for me without issues, but that is only for a couple of trips so far. I even had to create a new E-Ticket because I could not use my DR passport for one of the trips I made. Took about 5 minutes and I was good to go with US passport.

True they don't need to ask because the E-Ticket is linked to your passport. So don't think not asking is not caring.

wow, well I found it very easy and simple toke all about 5 minutes and completed it 45 days away from my scheduled flight at home.
The key is DON'T do things/task for travel the last minute if you can help it!

I recently did it right at checkin on my iPhone. It’s always a good idea to leave early for the airport.

My wife and daughter flew last week from Brussels. Even before queue up for checking in they were asked to show the QR.

It is usually requested before checking in. Takes anout 2 minutes to complete it.

It would equally be possible to remove these scam websites which are charging a fee. There's certainly enough dollars in tourism here and enough will to protect the tourists, they need some red-hot lawyers and red-hot IT specialists to threaten these companies and to put them out of business.

No it's not that easy, in fact it's almost impossible to get a website to be taken down, even highly illegal ones.
However there are ways to be on top of the search results on Google, however, that would cost some, which of course they should do.

However, I've never had any issues at all filling out the e-ticket since it was first introduced in 2021 (don't know where the guy stating it's from 2016 got it from)...
And even though I can agree that it's not the best website out there, but it's Dominican, so what can you expect. And IMO it's each travelers own responsibility to know what requirements are needed to enter another country. So if you're not aware of it when you arrive at the airport, you only have yourself to blame for not making due diligence.

The key is also that you knew you had to do it. A lot of travellers have no idea this is needed until they get to the airport. I have a friend coming in two weeks, we looked through all her travel documentation and it was buried, nobody was making it clear to her this was needed.

The name "E-Ticket" is also misleading. For people not customary travelling may confuse it with your" Air line Electronic Ticket".

It should have been call something like "Electronic Customs declaration."

It's actually the electronic traveler entry form and has nothing to do with any tickets or e–tickets, so yes the name is totally misleading.
