I don't know of Estrella del Mar in Puerto Plata but I've been to the Estrella del Mar in Cabarete. I only toured the place. It is one of the few all-inclusive resorts in Cabarete and perhaps the best, however I give it 3 stars (out of 5) at best, perhaps only 2. It is a smaller hotel as far as all-inclusive properties go. Readers of this forum have commented that it is a decent resort but recommend you avoid the food and drink (all-inclusive plan). When I visited, it did not look very well maintained. If you get a good price such as US$50 per person per night all-inclusive, I'd say it is a fair value.
There are so many places to eat and drink in Cabarete that it doesn't make too much sense to do all-inclusive in that town beyond the convenience. Not many hotels in town have a pool at the beach. If I was looking for that specifically, Estrella del Mar would probably be my choice.
