I have not any problems flying with Flair in Canada however I only use them when I do not have a deadline to be at my destination just in case the flight is delayed/cancelled. While their prices are often much cheaper to PUJ, I have not used them on this route because of their spotty record and previous plane leasing issues/seizures. As for leaving passengers 'stranded' due to bad weather all of the airlines do it. It's not like there are extra planes, many empty seats and more so pilots, available when bad weather mess with back to back schedules.

I'm not sure what storm we had on Aug 10 that would cause cancelations. We had a bit of rain but nothing severe. Being a cheap ass airline it was probably something well within there control but are blaming the weather to get out of paying.
I don't recall any other airline canceling flights that day.
This is why I avoid bargin airlines.

The date in question is not Aug10.
The return flight was scheduled for Aug 17.
On that date over five inches of rain fell (128.3 mms) on T.O.
Everything was a bloody mess.
It should not surprise anybody that flights were delayed or cancelled.

Their flight to RD was August 10th. The return flight on the 17th was cancelled due to weather in Toronto/Mississauga. That day rainfall in some areas was close to the typical amount that would fall in the month of August. There are lots of pictures showing flooded roadways, etc.
the only thing I would question is why Flair first suggested it would take three weeks before they could fly anyone back to Ontario.

Flair is trying to survive on a limited budget and is trying to increase its customer base. They have flights available for $1 plus airport and baggage fees. The deal is you pay their full fare to the DR and their other sunshine destinations (still cheaper than major airline prices) and you get the return flight for a buck. I don’t expect this to last when high season travel starts to the DR. For the time being, it’s a sweet deal.
