Flying to DR With Small Dog

This past June, 2022, the CDC said we wouldn't need to get a special permit to re-enter the US:

I booked a great flight to the Dominican Flight on American Airlines via Miami but now the airline states all dogs who enter the DR are not allowed to renter the US even though the CDC guidelines are met.

Does anyone know of any US-based airline that do allow a small dog to travel with you both ways?

Jetblue......he is a service dog .....so i had my papers ...his rabies vacination papers and his papers from the vet .....no quarantine
