Haitian matters experts writing for Center for Strategic and International Studies (CSIS) and the Atlantic Council of the United States warn the violence and gang control is moving beyond the capital city in Haiti. They say that the escalating of the control of the gangs in Haiti would result in the elimination of the Transitional Presidential Council and the complete takeover by the gangs. The DR, as the land border with Haiti, is the country that has the most to lose, but the experts say the destabilization in the Caribbean would have a major impact also on the United States.
