The Haiti Presidential Transitional Council is fostering advances toward the passing of a new Constitution in Haiti that would enable governance, Haiti Libre reports.

Not everyone is happy about the effort. The Haiti Times reports on some of the controversies that surround this effort. Haiti Times writes:
