Having contract work (hand assembly ) work done in free zone?

A company can sell up to 20% of their products locally, but it has to be approved by a bunch of agencies and there are a ton of hoops to jump through.
Learned something new today.
I was told a few years ago it was
(more often than not) products/ merchandise being sold out the back door.

Totally possible but doubtful. The DGA folks keep a really tight grip on things in every free zone I've ever worked in.
