In a nutshell, the head of Civil Defense said the search for her would continue until they found her. The local civil defense guy assessed the situation, and probably reasoned there was no way she could have survived, so he called the search off.
She was sucked in through a manhole, probably had a really scary ride in the water to the junction box where she grabbed hold of something and held on.
Some local guys continued the search and eventually found her in the junction box with enough space for her to breathe and rescued her.
The head of Civil Defense was rightfully upset with the local guy for calling off the search and canned him.
