I think the restriction is for entry.... not mode of travel

just finished my round trip USA/DR...neither MCI nor SDQ ask to see my eticket information. Both did ask if I had completed it. Cheers

I was asked for it y'day - vax card - SDQ departure with United to EWR

You can only enter the US as a non-American with proof of vaccine.

Yes, it's on my UAL profile.... but I was asked to physically show it

Canada requires it to.... even for citizens/residents

Had a similar experience a few weeks ago.

That "second passenger" thing happened to me once, not sure why?? Anyway I bailed and started a totally new application and it went through.
