How much does it cost to buy a modest home in a nice, safe neighborhood in DR? I'm talking around 1500-2000 square feet. I'm not interested in land.

Below is my personal opinion to the subject. Others may think differently and still be right (too). This market is very subjective and driven by many assumptions instead of real assessed value calculation(s).
Most housing I see geared towards the standing expected by most immigrants from more developed countries (which does not mean that it will over time prove to fulfill the the expetation(s)), are presently tentatively priced to reach around USD 1000.oo per square meter (about USD 110 per square foot). For some this may reflect a somewhat true commercial value, for many thou it is too expensive.
I find that it is very, but very difficult to find out a consensus "real" value for each building type and location (development or urban neighborhood). There are many variables.
Interestingly construction cost can vary form as little as about USD 200.oo to over 1000.oo a square meter, while the basic technology can vary very little, except for the finishing materials and equipments and built in furniture and door/window quality used. You will find that for some reason(s), which may at times be funded and at times be quite obscure, construction prices if just for the raw construction can be quoted dramatically higher within luxury developments.
You can see large million dollar homes offered using basically the same raw building materials, system and quality. Some also only "flash" with a very impressive architectural design, like columns raised and widened entries.
So you have to find a way to compare apples with somewhat close to apples (pears maybe) and oranges with some kind of citrus, if you get the drift.
Land and with it, the general concept(s) of location is similarly difficult to compare, and the lack of local knowledge of issues like flooding, crime (which can be present even if the neighborhood seems to look nice or "up-scale", as well as problems with services like electricity, phone-cable and telephone as well as water, may lead with almost certainty to a bad investment.
This is only ONE of the reasons why so many who not only lived here, but actually staid here, will urge anybody contemplating to acquire real estate property to first rent for at leas 6 months (I actually would call it a year).
