if i write a cheque for rd$100,000 and it is cashed, i would expect to see a charge of rd$150 hit my account in compliance with the 0.15% tax law.

if that cheque is endorsed but for some reason the payee forgets to write the bank account details to credit the cheque on the back, so that the money is returned to my account, should i, when the error is corrected, have to pay another rd$150 when the same cheque leaves my account again.

a friend of mine is having an ongoing fight with banco popular that are pulling what seems to be a fast one.
he is trying to get a piddly amount back from them, but he would like to make a point (an effort usually wasted in santo domingo).

banco popular effectively charged 0.15% twice on the same amount of money.

his quibble, he says, is not for the amount of money, but that banco popular are doing something that is not right, morally, ethically or legally.

we have just done a test on our banco popular corporate accounts with some historic transactions and see the same thing has happened (although with the quantity of cheques it is a little more difficult to spot).

if banco popular is doing this to everyone, they could be creaming a lot of money from people's accounts.

does anyone know if what banco popular is doing is correct (legal)?
