President Luis Abinader early on designated highly respected engineer Leonardo Reyes Madera to lead the investigations of the collapse of the roof of the JetSet Club. Reyes Madera is the director of the National Office for Seismic and Structure Vulnerability (Onesvie).

Amid concerns in the general public that the “clean up” of the site would have swept away the evidence of what caused the tragedy, Reyes Madera said the evidence was taken to the Feria Ganadera site as investigations into what caused the apparent structural failure at the city night club advance.

At present, the materials are being analyzed by a team of local and international experts as part of the forensic report on the building. This report will be key in identifying and clarifying the possible causes of the tragedy, in accordance with the protocols established by the relevant...

It's interesting to note that the roof pieces in the above foto have rebar in them. The ones dumped in Santiago don't. What a coincidence.

To anybody (including me) believing that the owner will be punished; forget about it !!!
I'm no Building Engineer but to see the amount (or better lack of it) and the thickness of the rebars than you know it all.
This Structure was doomed to fail. And this was done 60 years ago. The guy responsible for this already under the ground.

That is a common problem where they don’t pull up the rebar into the concrete when pouring. I cringe when I see the rebar rusting through the 1/4 inch of panete or if there is no finish coat on the ceiling you could plainly see the rebar sticking through the concrete. Same thing with the concrete utility poles.

Only 15 ago, I was asked by our Contractor; 'how much you want to invest in Rebar ?".
Meaning 15 years ago, my financial situation decided the integrity of our Building.
Can you imagine how it was 60 years ago. !?
But still: The DR is the very Best Place on Earth !!!

My dad is in construction business in ole days. I promise you, that building has over 100+ violations not to mention that 3 levels of concrete shown picture above that is the reason of heavy weight plus all the A/C and the generators and all that.

My BIL has built two houses and two apartments, my FIL one house and two apartments. Neither of them are any professionals, have no degrees, no official profession, never have had. Yet, they know construction. I don't know why the lack of brainpower with the maintenance with that building, but I have trouble understanding something this obvious.

In the pic in post #1, I really don't see any rebar but, in the pic #3 below, the pieces in Santiago do(?). The rebar doesn't look thick enough to me and I think a concrete slab that thick should have had two layers of rebar(?).

A observation: This morning while googling the mass times for Sunday at the cathedral in ZC I happen to come across something I always was I have always been interested in but relevant now The second roof (after wood and palm branches was built in stone and concrete in 1531.
The difference being between Jet Set and it's long wide expanse is the roof at the cathedral was built with the principle of VAULT construction.
Clearly this will be investigated by various agencies.

The reason many churches back then were built with vaulted ceilings is that steel I-beams and reinforced concrete beams hadn't been invented yet.
