Local Busses From Santiago To The North Coast Beaches

I'm surprised you didn't get any replies so far ... !

There are two bus comapnies that run inter-city routes; Caribe Tours and Metro. You can get one of those from Santiago to Susua. Then you need to get off and get a "guagua" (small minivan. minibus) or local taxi to go to Cabarete and/or Rio San Juan.

These generally don't cost much but could be time consuming. Search the forum and you find all the prices, times and websites for national buses and other info on local travel between beach towns.

There are two Caribe Tour stations in Santiago. One is located on Maimon St and 27 de Febrero near the Jardines Metropolitanos. And at the other end of that same street on the corner of Duarte, is the only Metro Station.
The second station is located over in Las Colinas, way across town, and is also on 27 de Febrero.

Buses leave every hour for the north coast....

HB gives good advice. Please, don't try to rent a car and drive yourself.

I have to disagree with you, the drive through the mountains between Sosua and Santiago is incredible! I went the longer more boring way before and then tried the mountain route and my eyes were greatful! Beautiful green valleys and mountains and very windy turns. I would say it is smarter to do it when the sun is up, both for scenary and for safety but I have done it at night too and had no problem with it.
I guess it all depends on your comfort level too but my renta car and I seem to get a long just fine!
It's a must do in my books.
