Does anyone know if it is possible and legal to have seeds sent from USA to DR? I want lavender specifically. I can't find it so want to have sent via domex. Possible and legal?

Clear answer: It is illegal ! But everybody does it. Do not apply for any permission that you will never get. Just import them, the changes that you get caught are pretty slim. If you want to see how complicated the import is, open the link below;
