The rear gunwales of the boat are just about under water. Good thing it was a relatively smooth day, or they would be more statistics.

I think its an optical Illusion. look towards the Bow, you can see the 2 different levels of water .. the high water or crest you are seeing is much closer to the Camera and not touching the boat , the stern of the boat is in the trough of the wave.

Possible, but it looks to me like there's more people in the rear of the boat plus the motor(?)

OK, so the Panama canal is blocked up due to drought. Shipping costs from China are much higher than DR to Miami. How about starting some trade schools and teach kids how to use a tape measure, trowel and hammer? Or teach them to count, measure, get to work on time? Or teach them hospitality skills like they have in Mexico? How about pay teachers and cops enough money to give a S$!t.

Seems the canal is just too popular, did not see drought being a reason:

They would not be interested in working. They would rather go to the promised land and get government handouts.
Or teach them to count, measure, get to work on time?
Once again, that would mean they have to go to work.
Or teach them hospitality skills like they have in Mexico? How about pay teachers and cops enough money to give a S$!t.
With the laws as they are, there isn't enough money to be paid to stop corruption of police and government officials.
With current laws, the corruption will not stop.

Where would you find the teachers that know enough to teach?

Oooh you cynical man. There are plenty of Dominicans around who work incredibly hard, not everyone here is looking for a free hand-out
