The Senate of the Republic approved in first reading a project for the Organic Law of Civil Status Acts with different modifications regarding the declaration and registration of newborns.
The piece of legislation, which aims to "establish the provisions that govern the actions and effects of the National Civil Status Registry System" has particular provisions on the order of surnames and "permitted names".
Regarding this last point, article 72 establishes the "restrictions for name registration", in which it is indicated that the names that are granted to a person "may not violate dignity".
In addition to this, the name given to the newborn cannot "create confusion" regarding the identification of the person's sex.
However, in a first paragraph within the aforementioned article, it indicates that in case of conflicts related to the name, the Civil Status officer will be the person with the power to deny the assignment of a name.
Also, in a second paragraph, the piece says that a newborn cannot be given the same name as one of his siblings with identical surnames, unless he is deceased.

Surnames

Another of the new sections established by the piece of legislation is that referring to the order of surnames.
In article 84, it is established that: “The first surname of the father and the first surname of the mother will be registered as surnames of the registrant, in the order they decide by mutual agreement ”.
However, it clarifies that in case there is no agreement, it will be the civil status official who will resolve the disagreement through "a draw" that will be carried out through a technological application designed for these purposes and attribution that the Central Electoral Board will have.
On the other hand, in the event that there is no recognition as the father's son, the two surnames of the mother who signs the birth declaration will be assigned .
In a last section of the cited article, it leaves the possibility to the registrant that, once he has reached the age of majority, he can (only once) when requesting the Identity and Electoral Card, have the change of the order of his surnames "with the in order to establish his personal identity.

Marriage

A point that this piece of legislation also includes is the reiteration of prohibiting the marriage of persons under 18 years of age.
“Persons under eighteen (18) years of age may not marry under any circumstance, leaving the civil status officer prevented from celebrating it”, establishes article 148.
Another aspect that sets the bill is the prohibition of marriage between almost any relative or direct relative, to mention: Between all ascendants and descendants and related in the same line; between the adopting father or mother and the adoptee; between siblings or when one of the spouses or both have a differentiated disability.

Given the year we are living in is 2022 not1922 and we are even having this conversation???
shows just how far behind this county is from the rest of the world.

Unfortunately it's going to take more than a couple of new laws to change a mindset that
has been a part of Dominican culture for hundreds of years. The end result will be many more
unwed young teenage mothers as the men are not going to stop having sex with them.

While the D.R. has its share of strange and ridiculous names, Mexico, having the largest Spanish-speaking population, eats the cake.

From the Excelsior, a Mexican newspaper:

<<Este 20 de noviembre nos hace recordar nombres tan exóticos como el ya famoso Aniv de la Rev, abreviatura para referirse al Aniversario de la Revolución que los papás encontraban en el calendario y por ignorancia pensaban que se trataba de un nombre propio y registraban así a sus niños>>.

It happens that November 20th is the anniversary of the revolution, and the calendars will only show the abbreviated form of such event: Aniv de la Rev.
Then a kid is born on that date, and the parents will reach for the calendar in order to name the kid based on the day celebrated, with is usually for some Catholic saint, as St. John's Day, June 24th, thus the kid being christened as Juan. Ignorant parents thought Aniv de la Rev was a saint's name or something to that effect.

Masiosare is a peculiar one. And it's not even a person's name.

It's found in the first stanza of the Mexican national anthem, and it does not mean what folks think it does:

Que en el cielo tu eterno destino
Por el dedo de Dios se escribió.
Mas si osare un extraño enemigo
Profanar con su planta tu suelo,

Banning marriages under 18 means 1/5 of newborns here will be labeled bastards

There will still be unofficial marriages of 15 year old girls. We rented our bottom floor for the month of July to a family that comes every year from NY. The cleaner had her 14 year old daughter and another girl around the same age cleaning with her. I asked her if that was her other daughter and she said it was her 28 year old son's wife ( she is 15 and looks 12 or 13)

Get out in the campos and that's par for the course.

I've mentioned here before the places I've encountered over the years. 13-16 is prime for many locals.

More and more folks are getting on the wagon against child abuse. Thankfully this law is a step in the right direction.
