You can book your diving at the hotel. All diving on the North coast is done in Sosua Bay. The reefs are still beautiful but not very much alive. When you visit you will see many people standing or sitting on the reefs in the bay. There is fan coral, basket coral, anemone and many colorful fish. Safety is always an issue, however, walking in Puerto Plata safer than the Bronx, NY and many other places in the world. As long as you use common sense, there are few problems. Diving runs about 55US for a single tank, includes your equipment, transportation, etc. If you are not certified, lessons are available at the pool. Certified divers have the opportunity for multiple tank dives. If you want to find your own way to Sosua, you can book dives there at about 35US. PADI and SSI Certifications can be accomplished within 3 days for open water, advanced, two for rescue and specialty certifications are available. Certifications run about $350US Specialties vary. Scuba from a catamaran is available but I don't know the price but more than the $55 I mentioned above. Hope I answered your questions. Let me know if I can help more.
