One can easily hang out at the beaches of Boca Chica without being solicited. One always will occassionally encounter someone pushing drugs, girls, drinks, beach chairs, trinkets, food, whatever, and this is not unique to the DR or Boca Chica. Get over it. If this is a big problem, the beach widens and has far fewer people looking to make a buck off the tourist as one walks away from the Hamaca end towards Boca Chica Resort, which are at opposite ends of the beach.

Boca Chica is a great beach where thousands of Dominicans and tourists alike come to enjoy the sun, flat calm water, etc. It has a great mix of everything and if that isn't your cup of tea, go elsewhere. But as someone who visits this beach every few weeks, I can tell you most definitely that solicitation is not a problem. If he is truly looking for a more isolated experience, pick any all-inclusive resort that has a private beach area or head to the rural beaches away from the city. I recommend Punta Cana. If he doesn't want to go so far from the Capital, Juan Dolio and the beaches of San Pedro or La Romana are also less populated and have fewer hawkers.
