Renewing Passport and Cédula During Covid

Is it possible during covid (or in general) to renew a Dominican cedula and passport at a Dominican embassy/consulate abroad if the citizen's registered address (as shown on the cedula) is in the Dominican Republic.

If it is possible, would the person then be required to change the address shown on his cedula to a foreign address?

Just call the Embassy or consulate wherever you are and ask them. Easier than speculating here.

Apparently foreighners have to go to Santo domingo to renew cedula if they dont have premanent residency

I think all non-citizens - temp or perm residents - need to renew cedulas in Sto Dom
