Santiago no, but Santo Domingo yes. And the cost will depend on the age, colour, size and visits needed to remove the offending work. I imported a Semiastronic Lazerase machine back in 2006 and it was a huge success, there are now other machines floating around I brought in to cover ladies makeup repairs and hair removals etc but to know which surgery or salon to send you to I would need to know a little about the tattoo. It could even be taken out with a new pigment breakdown solution we've been trying over the last year, with varying success. eg' Works great on breaking down black pigments used on womens temporary make up but won't touch coloured pigments (real permanent tattoos).
