A dominican friend of mine want to vistit me.
He went to the consulate and their they say he must have 40 000 PESO at his bankaccount.
Then he must have 100 000 PESO for the plane.
But can explain someone why he must have that 40 000 PESO at the bank.

The authorities of the countries in the European Union require Dominican nationals to give evidence of sufficient funds or a steady employment as one of the conditions for a tourist visa since there must be a high probability of return to the DR upon expiration of the duration of the visa. To comply with these conditions makes a return to the DR more likely although it may never be excluded.

Never heard of such requirements.
An invitation plus definitely a return ticket (not cash!) and an insurance for that time should be enough, or at least it is, whenever I travel with my dominican girlfriend. Of course, on top of this they can require whatever they feel like.
This could be a work contract, title from a vehicle, land property, business etc. , mostly depending to the persons appearance, I guess.

Explain to yourself why your friend could need that money instead of a ticket.
