More Dominican business logic : We drove to Puerto Plata - to the Viva kiosk in Tropical supermercado ( no one was able to point us to a closer one). Asked to buy a Viva sim card. No problem - $155 RD. The guy even checks it out, in our unlocked phone. Works fine . Go to pay - he needs to copy our passport. NOT A COPY - ONLY ORIGINAL.
And this is not for a "PLAN" - just "pay as you go". Guy would not budge on this. And all we had was copy ( who carries original ANYTHING here?? )
So we find a local - ask her to buy the same. THEY WOULDN'T SELL TO HER EITHER - SHE DIDN'T HAVE HER CEDULA WITH HER.
