I'M LOOKING FOR THE LOWEST RATE POSSIBLE ON TELEPHONE CALLS TO S.D. FROM THE U.S.A.? ....ALSO, I NEED ONE SMALL FAVOR...IS THERE ANY ONE IN SANTO DOMINGO THAT WOULD MAKE A LOCAL CALL FOR ME TO ASK ONE QUESTION IN ESPANOL? MY SPANISH IS SO POOR I'M AFRAID I WOULD CONFUSE THE ISSUE RATHER THAN GET THE ANSWER I NEED! ANY HELP HERE IS GREATLY APPRECIATED!

The lowest I have found so far is through World Exchange. Dial 10-15-992 (1-area code + number) for 16 cents per minute rate. You have to speak for 10 minutes minimum to get this rate. The other rate is 19 cents/minute and you dial 10-10-834 with no minimum time. Hope this helps.

The Dominicans here in the NYC area that I know use phone cards. I have seem prices vary but are less than 10 cents a minute. There is a connection fee which must be figured in and the length of the call will determine the final cost. When you buy phone cards, read the fine print.

I believe there is a service charge, maybe of 6.9%? Call World Exchange at 1-800-569-8700 to get more accurate information.

The lowest way to call the D.R. is to purchase minutes from priceline.com There are no fees and no hidden charges whatsoever. I purchase my minutes for .14 cents a minute. This is extra-great!! Service is wonderful! Go to priceline.com and check it out!!

I pay .15 cents CDN from Montreal to the D.R. and I heard that it's less than .10 cents CDN from Toronto to the D.R. I thought it would be less exprensive from the USA

Elena, I rechecked my last phone bill last night and yes, World Exchange does charge what they call a customer usage service charge which is almost nothing! Basically, you pay when you make a phone call (no connecting fees and no "hidden charges" anywhere, and you don't have to sign up for their plans either). I have been very pleased so far. Any questions I have, I direct to Sonia, operator 1061. Good luck.

The cards at www.BocaChicaBeach.net/staying_in_touch.html are as low as US$0.11/min. with no connect fee, or US$0.029/min. with a US$1.99 connect fee. These rates are lower than Priceline.

Okay, I think this time I'll get it right ;-) The service charge is not called "customer usage service charge", but " carrier universal service charge". It is 6.9% of the total sum of your calls. For example, the last calls I made to the DR came to $12.41, thus the service charge that they would charge me would be 0.97 cents. Again, no other fees. Hope this helps.

Just an FYI - the CUSC is a federally mandated charge by the FCC that all long distance carriers are required to charge. 6.9% is the going rate currently.
