Ken, you have to go through the visa process. It also depends on the type of visa you are trying to get, visitor, fiancé, etc... It is not the easiest process depending on the situation. You may also want to try the search option on DR1 as there have many threads about this.

If a visitor visa, does your GF have proof of income, bank account, property etc, which is required as prove of financial status. It also helps them determine if she has a reason to return to the DR. If a fiancé visa, then that is mostly on you as far as proving the financials. But the fiancé visa takes time.

Aiming for a K1. Financials no problem... only the time

Follow the appropriate thread in there and you will see all of the difficulties, pitfalls mistakes, tips, financial constraints, etc. etc. etc. It is not quick and it is not easy

Visitor or fiancé visa (K-1)?
No need to spend your hard-earned money on asesor migratorio or immigration lawyer, as the instructions are straight forward.

If a visitor visa, your GF files form DS-160.

If fiancé visa, then you, the U.S. citizen sponsor, must file form I-129F.
Once the NVC informs you that your request was sent to the U.S. Embassy or Consulate, ask your fiancé to file form DS-160.
If your fiancé is issued a K-1 visa, she must marry you within 90 days after entering the U.S.

OP asked for “quickest way”. Only ONE a response that even comes close is the one from CB. Seriously. Nobody addressed the profile that will be looked at by consulate of the lovely couple. K1 mi coolie. A bunch of paper
Work that might and I say might lead to a interview. With her standing alone in front of an agent for an interview to answer directly all of what was noted above as a requirement of k1. One has maximum of 3 minutes to make it work.
Btw. That’s about the same time that is allow for a lawyer to plead his case to the US Supreme Court.
Now let’s proceed to 45 pages of the same ole same ole responses. Maybe Rey can give his sage advise on the matter.?
Carry on.

Go to Brazil. Spend $5000 to get her to central Mexico by Coyote then another $5000 to get across the border. The US BP will release her. You can pick her up after she calls you on her US provided cell phone.
Then marry her in the states and apply for a visa. She can stay.
Yeah she might be molested along the way - that's what happens to many women.
Better hurry before next election - things likely to change

Ok I'm going to give you an update.
Spoke to an Immigration lawyer who has been doing this for 40 years.
I'm going to lean towards a CR-1. Not going to marry tomorrow but if I want to be with her I will go in this direction with a pre-nup

He said that both the K-1 and Cr-1 would take him around 9 mos.
The Cr-1 is easier to work..

Divorce is only days away.
Now I have another question which I will start a new thread because it deals with the requirements and apostille for marriage which is very confusing.

So basically, you are going to marry her, then apply for residency. This would be conditional residency if obtained in the first 2 years of marriage.

You were married when you met this woman. During courtship (whatever you want to call it) you were still married. Now divorcing your wife, and then looking to marry and petition for your DR girlfriend to come to the USA. Being that Immigration/Homeland Security are a unique group of people in their thought process, just wondering how all that will play out in your application/interview process. But that is all off-topic...

Report back to us on how this goes when your down about $2,500 and 18 months into the frustration and with your 'lawyer' (who does not issue US Visas) asking for 'just 'another $500 to wrap up the approval with his experience .
Try to save your money for more trips here.

You really need to study up on the interview process that both of you will have to do - separately. Flying down here for two weeks, spending money on her, and confessing your true love for her is not going to cut it. Dumping your old lady and marrying a young chica here is not going to earn you any bonus points either.
