What's the process to replace a lost cedula

When my wife lost hers she had to get a copy of her birth certificate from the Junta and pay 500 pesos for a new one. She is dominican though.

If your wife is Dominican, she should be able to get one at any JCE. I know a couple Dominicans that lost theirs and the first one was free and no documents were required.

My wife is American.
Unfortunately, you'll have to go to the JCE in SD, unless you live in PC, in which case, I think you can go to the one in Veron. They already have her digital foto and finger print. You shouldn't need to bring anything but her residency card. Might cost 500 pesos(?).

These are the requirements according to JCE.gov.do
"Si un ciudadano extranjero necesita hacer un duplicado de su documento de Identidad, es necesario que deposite los siguientes documentos:

1. Pasaporte vigente (fotocopia de la pagina del pasaporte donde figuran la foto y los datos del solicitante).
2. Tarjeta de residencia vigente (fotocopia de ambos lados).
3. Certificación de denuncia, expedida por la Policia Nacional o por la delegación barrial de la físcalia (Dúplicado por pérdida).
4. Recibo de pago." And the cost is 4000 pesos

So you need your passport, your residency card and a police report and the receipt that you have paid the fee at a Banreserva office. And yes you would have to go to the JCE in SD where you got it originally.

That might work, but depends upon the laws and if banks will accept a copy.
Before I got my cédula I used my passport as ID but only carried around a copy of it. And if a bank or you ever need the original one, you can just carry it with you when you need it. So that seems like a very good option. Or if you are getting close to renewing your residency and cédula I would just wait until that happens and live without one in the meantime.

(y) This is what i did about three years ago. The place where you go in Veron is the Ayuntamiento Municipal. But I had to pay about $3000 pesos. The lower price is for Dominican citizens not foreign residents. The OP does not say where he is. Maybe too far from Veron.

Of course. Business as usual you know. But, it was easy and way better than going to Santo Domingo. The Ayuntamiento is the city hall. There is a JCE (Junta) near the same place, but I think they told me to go to the Ayuntamiento. In any case, I think the OP should try the nearest Junta. I bet he can do it there easy.

Well, drivers licenses are the most common form of ID in the US and in Florida it would cost $25. Many other states are less than that - Texas $11, New York $17.50, New Jersey $3.00
