Minister of Foreign Relations Eduardo Latorre proposed at the Miami Conference the creation of a free trade zone between the Caribbean Community, Central America, Panama, Haiti and the Dominican Republic. This would create a market of 60 million persons, an intermediate step to help prepare the region for its insertion in the Free Trade Agreement of the Americas set for year 2005 and for the global economy in general.
