The Senate urged the Executive Branch to carry out an in depth investigation re the contracts to determine if they contain fraudulent practices of traffic of influences, fraud, or abuse of trust. If this is fond, urges judicial actions be taken. The Senate says that the high rates being charged do not permit the competitiveness of Dominican companies. The Senate says that the private distributors are billing consumers for blackouts. The Senate believes the contracts are not valid because they were not submitted to the Congress for validation. Private companies began their operation in August 1999.
