President Leonel Fernandez’s dream for the DR seems to be happening in Costa Rica. There, the government announced the establishing of free email for all citizens. The government is used RACSA and the postal service to offer the free service seeking to stimulate all Costa Ricans to board the cyberspace bandwagon.
